  • Robot foundation modelsOpen weights Isaac GR00T N1NVIDIA · United States · 2025

NVIDIA's first open foundation model for humanoids, released at GTC in March 2025. 1. FCC adds foreign-produced advanced robotic devices to its Covered ListUS Federal Communications Commission (Public Safety and Homeland Security Bureau)

Following an executive-branch national-security finding, the FCC barred new equipment authorisations for foreign-produced ground robots: autonomous mobile robots, humanoids and quadrupeds above 4.4 lb with sensors, network links and control software. Without authorisation, new models cannot be imported or sold. 'Foreign-produced' means anything that is not a US-made domestic end product under the Buy American test, so it applies to all non-US makers, not only Chinese ones. Already-authorised models are unaffected, and makers can seek a Conditional Approval from the Department of War.

  2. EU AI Omnibus enters into force, delaying high-risk AI deadlinesEuropean Union (Regulation (EU) 2026/1744)

The AI Omnibus, published on 24 July 2026, moved the start of high-risk obligations for stand-alone systems from 2 August 2026 to 2 December 2027 and for AI built into products under EU safety law, such as machinery, to 2 August 2028. Bans, AI-literacy duties, general-purpose model rules and transparency duties kept their dates. One law-firm summary says machinery overlaps are now handled under the Machinery Regulation rather than directly under the AI Act.

  3. House passes FY2027 defence bill barring Pentagon from China-linked humanoid robotsUS House of Representatives (H.R.8800, Sec. 163); Senate Armed Services Committee (S.4784, Sec. 5813)

The House-passed NDAA would stop the Defense Department buying or leasing humanoid robots made in China or that use Chinese firmware, software, AI models, cloud services or remote-update links, for new contracts. The Senate version instead bars the department from buying or operating unmanned ground vehicles, including humanoids, from China-domiciled or China-controlled companies. As of September 2026 the two versions still had to be reconciled.

  4. GUARD Act would push Chinese humanoids and robot dogs onto the FCC Covered ListReps. John Moolenaar, Jay Obernolte and Jennifer McClellan (H.R.9129)

The bill gives national-security agencies one year to decide whether humanoid or quadruped robot communications gear from entities tied to countries of concern is an unacceptable risk; without a decision, the FCC must add it to the Covered List, which blocks new equipment authorisations. Allies are excluded. Parts of it were folded into the House defence bill.

  5. Trump-Xi summit leaves China's rare earth licensing largely unchangedUS and Chinese governments

After the 14-15 May 2026 summit the White House said China would address US shortages of rare earths such as yttrium, scandium and neodymium, and Reuters reported plans for streamlined general licences. Industry analysts said the April 2025 licensing regime remained in place and that defence-linked buyers would find licences harder to get.

  6. American Security Robotics Act introduced to bar federal use of adversary-made ground robotsUS Senators Tom Cotton and Chuck Schumer (S.4235); House companion from Rep. Elise Stefanik

The bill would stop executive agencies buying unmanned ground vehicle systems, including humanoids, made by entities in or controlled by covered nations, and after a year bar operating them or funding them through grants or contracts. Limited exemptions exist for defence, homeland security, state and justice uses. It was referred to the Senate Homeland Security committee.

A presidential proclamation used Section 232 to put a 25% tariff on certain advanced chips; reporting says this is how the US collects its 25% on H200s, which must pass through the US for testing before going to China. A BIS rule moved licence reviews for the H200 and less powerful chips to China and Macau from presumed denial to case-by-case, if exporters certify enough US supply, no diversion of foundry capacity, buyer security and independent US testing. 9. Beijing holds back H200 imports; only small deliveries by mid-2026Chinese government (customs, NDRC); reported by press

Press reports said Chinese customs were told to block H200 imports and that each purchase needed case-by-case approval, as Beijing pushed buyers towards domestic chips such as Huawei Ascend. In April the US Commerce Secretary said China had not let firms buy; in July a US official told Congress very few had shipped; by August ByteDance and Tencent had each reportedly received about 10,000.
